Retreading Background 31 Federal Executive Order 13149 (April 2000) required agencies to procure retread tires when reasonably available and meet performance standards. California Public Contract Code (PCC) Section 12209 required state agencies to ensure that at least fifty percent (50%) of the dollars spent on tires are spent on retread tires that use an existing casing.. In 2001 the Department of Transportation, Division of Equipment adopted a tire retread program. Over the past twenty years, we have endured many of the myths previously discussed. In 2020 we re-evaluated cuases of tire failures, specifically retreads, and concluded that lack of clear tire specification standards contributed to premature failures. We partnered with industry experts to evaluate failures to develop a best management practice.
